Bangladesh Maritime University

Rear Admiral (Retd.) A. S. M. Abdul Baten, BSP, ndc, psc, served as the Founding Vice-Chancellor of Bangladesh Maritime University from 2 February 2014 to 1 February 2018. A distinguished naval officer, engineer, academic administrator, researcher, and pioneer of maritime higher education, he provided the vision and leadership that established Bangladesh's first specialized public maritime university and laid the foundation for its academic excellence, institutional governance, and international engagement.

Commissioned into the Engineering Branch of the Bangladesh Navy (BN) in 1980 after joining BN as an Officer Cadet in 1977.   Graduated in Naval Architecture and Marine Engineering from the Bangladesh University of Engineering and Technology (BUET) with a First Class First, Rear Admiral Baten served the BN with distinction for nearly four decades. During his illustrious career, he held numerous command, technical, instructional and senior staff appointments, culminating in his promotion to the rank of Rear Admiral and the award of the Bangladesh Service Medal (BSP).

His distinguished appointments included Assistant Chief of Naval Staff (material) and Director Naval Engineering at Naval Head Quarters, the first Operational Sea Training Commander of the Bangladesh Navy, the first General Manager-cum-Project Officer of Khulna Shipyard following its transfer to the Bangladesh Navy, Commanding Officer of BNS ULKA (Missile Complex), Commanding Officer of the Naval Stores Depot, Commodore Superintendent of BN Dockyard (now Admiral Superintendent Dockyard), and Naval Administrative Authority, Dhaka (now Commander Dhaka Navy). He has worked as the fleet ordnance engineer officer and engineer officer of frigates and craft. He also served as Director in the National Security Intelligence (NSI) and represented Bangladesh in the United Nations Mission for the Referendum in Western Sahara (MINURSO), serving both as Contingent Commander and Staff Officer at Force Headquarters.

Rear Admiral Baten possesses an outstanding academic and professional record. In addition to his engineering degree from the BUET, he completed the National Defence Course (ndc), the Passed Staff Course (psc), a Master's degree in Defence Studies with Distinction, an M.Phil. in National Security, an Executive MBA for which he received the President's Gold Medal, and a Ph.D. focusing on riverine passenger vessels’ safety. He also received advanced professional and technical training in the United Kingdom, the United States, Türkiye and China.

Before assuming the office of Vice-Chancellor, Rear Admiral Baten made significant contributions to higher education as Dean at the Bangladesh University of Professionals (BUP), where he played an important role in academic planning, curriculum development, quality assurance and institutional governance. He also served as the faculty of the National Defence College, Bangladesh, teaching senior military officers and civil servants in strategic leadership, national security and defence management. His scholarly contributions earned Best Research Paper Awards at both the Defence Services Command and Staff College (1991) and the National Defence College (2004).

As the Founding Vice-Chancellor of Bangladesh Maritime University, Rear Admiral Baten successfully transformed the vision of a specialized maritime university into reality. He established the University's academic, administrative and regulatory framework; introduced governance and quality assurance systems; launched undergraduate and postgraduate programmes in key maritime disciplines; promoted interdisciplinary research in maritime affairs and the Blue Economy; initiated collaboration with leading national and international maritime institutions; and guided the acquisition and planning of the University's permanent campus. His leadership created a strong institutional foundation upon which the University continues to grow as Bangladesh's premier centre of maritime education, research and professional development.

A Fellow of the Institution of Engineers, Bangladesh (IEB) and the National Defence College, Rear Admiral Baten has authored numerous research papers and professional publications on maritime affairs, engineering, national security and higher education. Following his retirement from the BN, he has continued to contribute to the development of Bangladesh's maritime sector through leadership, research and policy advocacy.

Rear Admiral A. S. M. Abdul Baten's enduring legacy lies in his pioneering contribution to maritime higher education in Bangladesh. His vision, integrity, academic leadership and distinguished public service continue to inspire students, faculty members and maritime professionals, while his foundational work remains integral to the continued growth and success of Bangladesh Maritime University (BMU).
